Are you sure that isn't a Tijuana taxi driver in San Francisco? Because that is almost exactly what it feels like to ride in a Tijuana taxi, stops are optional.
Watch it again. With the exception of the trolley cars (which is early AM), most could be done with minimal traffic interruption. Any other stray traffic or passersby could be removed in post.
