Cato "Pleasantly Surprised" With Obama's Gun Control Executive Actions

In my upcoming interview with Doug Wead, he says that Rand Paul won't have to compromise because it is just how you "word things" that can make the difference. Cato Shrugged's constitutional scholar provides us with an object lesson on how you can even be "pleasantly surprised" by President Obama's, if you slice the words and interpretation just right:
"I was actually pleasantly surprised that Obama did not try to legislate by executive order," said Ilya Shapiro, a constitutional scholar at the libertarian Cato Institute.
Only in DC can you find a positive in the draconian "executive actions" signed by the President.
