Government regulations are over the top, especially in the banking sector. Banks try their best to work around these regulations, which make it difficult for black market drug dealers to use the banking system. It's also difficult via the banking sector to support organizations you believe in that are perceived by the USG as enemies. Apparently some employees at HSBC developed a workaround to enable these transactions to go through. This all worked fine until a wannabe James Bond joined the bank.
