I think the most interesting part of the brief write up was the ending quote from Naibullina:

"However, indeed, most small business owners want to own their own premises, so that they can do with them as they wish. We see that this is the prevailing trend. In our view, this is very positive”

One can't help but wonder if the US and Russia aren't moving if different directions economically, with the US moving away from property rights in general and Russia moving towards them.
