Note that according to this report, it is the drug trafficking middlemen as opposed to the cocaine farmers that make the most money. This is because the great penalties by government if one is identified as a dealer. Make cocaine legal and the price would drop dramatically and the gangsters would also be put out of business. Cocaine would be sold at CVS and Rite Aid.
FYI Coca (the plant) is legal in Peru, Bolivia, etc. It has "cocaine" but of course much less of it. It's chewed like tobacco, used as tea, drinks, medicine. Actually, before the 20th century, US used to legally sell cocaine (again, small amount) in pharmaceuticals like cough syrup
