Of course we should make voting as DIFFICULT as possible (and no, not discriminate) to encourage only the most involved and informed people to actually vote. But wait, that means people with a vested interest (unions, public employees, welfare recipients,etc.) will vote disproportionately more than honest working folks. Scratch my first thought, please. We're screwed.
