Some European countries are more of a nightmare than others when it comes to government regulation. That Greece is so much of an oppressive country for a business to operate in and the fact that it has one of the worst economies in Europe is not a coincidence.
Unfortunately the wealth going to the bureaucrats and the cronies is inverse ratio to the wealth going to the productive citizens. It probably has always been this way but there used to be, at least in the United States, leaders of character who put the interests of the citizens above their own interests. Now that character is an extremely rare commodity in our leaders, it will likely only change when there are no longer enough producers to be fleeced.
