Seattle's socialist city council member Kshama Sawant now says she wants to "phase-in" a $15 minimum wage for small businesses and non-profits. What can this possibly mean other than she recognizes that a hike in the minimum wage will do real damage?
But she doesn't want to stop the bombing of the free market, she just wants to pick out her favorites and protect them from the attack.

I believe that the purpose of the phase in is to ensure that any resulting increases in unemployment (i.e. layoffs) are not directly tied to any minimum wage increase. The objective of Statist is to ensure all credit for increasing the minimum wage is given to government but all resulting job losses are given to the private sector.
