Maybe...but he doesn't understand it or he wouldn't have written: "But human nature being what it is, a democracy or democratic republic is destined – through an ”excess of democracy” – to move toward an all-powerful central government that tyrannizes its citizens." Spooner would never use the phrase "excess of democracy", in quotes or not. It is redundant. Either a thing is Just and True or it is not. No amount of democracy (voting) will change that reality. The term "democratic republic" is itself a contradiction and voting could not help or hurt this mistake.
Ultimately the problem is in human nature, and no amount of education can change that.
