Another good excuse is not having the funds to comply with someone that has unlimited funds to create them.
Then you get to court and you find you have two prosecuting attorneys on the case. One has unlimited funds and the other you have to buy for any step he takes to help in your direction.
I remember hearing about an ancient country that had a rule that on a certain day of the year they had to be read aloud all of the laws. We have so many now they wouldn't even be finished by the time the next year rolled around. If they started a new guy off on reading there would be so many reading aloud at the same time it would all be incomprehensible. Like what we have.
