Kentucky Senator Rand Paul will be delivering a speech at the overwhelmingly black university on Wednesday. It will be a speech to scrutinize. Will Rand consider it necessary to veer from the libertarian message to reach out for blacks votes, the way he has done so for other voting groups?
This is another clever move by Rand, just who is running him?
