Shrem is one of the crowd that is registering his operation as a money exchange and is attempting to bring Bitcoin into the mainstream where government can monitor it. If Bitcoin was only about this registered exchange, it wouldn't be that exciting, but it is good for the Shrems of the world to be around, to the degree that government spends time shuffling paper work with Shrem and getting the sense they are actually accomplishing something.
