NYPD iPhone Suggestions

On the very "helpful" NYPD. An EPJ reader emails:
Just wanted to let you know I ran into NYPD officers who are urging passer bys to upgrade to the iPhone 5s with fingerprint technology. They are stopping everyone they come across. They say it is important because it will aid in tracking lost stolen phones and also make it harder to break into phones that were lost. It's kind of odd that the police are trying to steer me toward which phone to use. 
 By the way another friend just told me they were handing out fliers near them in Brooklyn.
