NATO Troop Buildup in Ukraine?

An EPJ reader from the Netherlands emails:

I've not verified any of this, personally, but there's a rumor making the rounds here that the Netherlands and other countries are moving tons of military material to the Ukraine or its neighbor Hungary.

The below video's in German and shows the Austrian Euro-Parliamentarian Ewald Stadler talking about a rail transport of armored vehicles passing through Vienna.
