If environmental and civilian life concerns the primary reason why weren't the trucks stopped at Turkish Border? The Turkish police alone could have handle it. The threat of being arrested and sent to jail for smuggling Isis oil would have been enough to stop most of the trucks. If Turkey a member of NATO was interested in stopping Isis I think this would have been the least they could have done. I don't know If Erdogan was involved but that issue is almost a distraction
The usual rule is: If it's a toss-up between evil intent or incompetence, go with incompetence. However, this goes too far. Something wicked involved.
