This is not what an overall downturn in the economy looks like. In a business cycle downturn you have problems across almost all sectors. The current problems in the energy sector, are sector specific, not an indication of a recession.

I actually looked at your link, and it is from an article published November 2013. That said, I don't know what the actual number is, but it is just one statistic. Also, the baby boomers are retiring. Does anybody know if the participation statistics exclude people who are retiring?
