I have a feeling that because this was a Ted talk that it was translated either by their employees or volunteers or by volunteers through YouTube. There is a way for volunteers to add subtitles to YouTube videos.
When you say "phi" do you mean pi? Phi can represent many different things one of which is the golden ratio (which is actually an irrational number despite its name).
Also, for anyone who is interested the model he shows in the video is actually not the most basic building block. You can see from the model that it is made up of subunits. If you Google it, there are actually two different shapes that make up this structure.
