The building at 650 Fifth Avenue was built in the 1970s by the Shah of Iran, who was overthrown in 1979.
The US Attorney's office in Manhattan said yesterday that it is seeking control of a 60-percent stake in in the building, now held by the Alavi Foundation, a New York-based charitable group.
"The Alavi Foundation has effectively been a front for the government of Iran," said Preet Bharara, the US Attorney in Manhattan.
"For two decades, the Alavi Foundation's affairs have been directed by various Iranian officials, including Iranian ambassadors to the United Nations, in violation of a series of American laws."
Many floors in the building, in the1980's, were leased to Marc Rich, before he hightailed it to Switzerland.
After Rich left, Ivan Boesky took over Rich's space, before he was arrested in the Rudy Giuliani attack on Michael Milken's Wall Street crew.
Most recently, Joe Biden's brother, and also his son, have been conducting some peculiar business out of the 17th floor of the building.

Sounds Like US Escalation in Afghanistan Coming
Vice President Joe Biden appeared this morning on CBS' "Face the Nation."
In response to a question from host Bob Schieffer, Biden said, "I hate to say it, but yes, I think...there will be an uptick [in American casualties]. Because as the commander in Afghanistan said, he said, 'Joe, we will get this done, but we're going to be engaging the enemy much more.'"
The Obama administration has "inherited a real mess," Biden said. "We're about to go in and try to essentially reclaim territory that's been effectively lost." The training of Afghan police and military personnel has been problematic, he said. "Some of our allies who have committed to train these troops did not do them well," Biden said.

Biden Calls Paying Higher Taxes a Patriotic Act
Democratic vice presidential candidate Joe Biden said Thursday that paying more in taxes is the patriotic thing to do for wealthier Americans.
"We want to take money and put it back in the pocket of middle-class people," Biden said in an interview on ABC's "Good Morning America."
Noting that wealthier Americans would indeed pay more, Biden said: "It's time to be patriotic ... time to jump in, time to be part of the deal, time to help get America out of the rut."
