A fascinating declassified June 1966 memo prepared for LBJ, by economist Walt Rostow, who was National Security Adviser for LBJ at the time, has been declassified. From 1950 to 1961, Rostow was also professor of economic history at MIT and also a staff member of its CIA-supported Center for International Studies.
Notice the emphasis on World Bank, the UN and Arab Development Bank.
