At a press conference this morning, Federal Reserve president William Dudley said international developments, including a slowdown in the Chinese economy and falling commodities, have made the possibility of a rate hike at the September FOMC meeting "less compelling."
He added, however, that things could change between now and the meeting, which is scheduled for September 16-17.
