Rand Paul Amends Tax Bill To Include Repeal of Individual Mandate

But I don't see what this has to do with state and local tax deductibility. Is Rand suggesting that repeal of the mandate and keeping the elimination of the state and local tax deductibility? Thus just point of tax shifting away from the mandate and toward SALT?
