Ronald Reagan's rhetoric was much better than his actions as president (SEE: Ronald Reagan: An Autopsy). He was all mouth and no action. But is rhetoric is much better than Donald Trump's rhetoric or actions.
Of course, even here it must be asked: Who is not a peaceful trading partner.
