When Rome conquered a new territory it would "invite" the children of the newly conquered people's traditional leaders and aristocracy to come to Rome to be educated. In Rome they would be exposed to all the world delights Rome had to offer and became accustomed to Roman habits of thought and culture. When they returned to their homes to take up their traditional roles as leaders in their local society, they returned as Romans loyal to Rome.
