    2. They were doing quite well on their own prior to the liberal welfare state that ramped up in the early '60's as Thomas Sowell explains in this article. With the onset of the Great Society poor people esp. poor blacks were effectively relieved of the task of managing their own lives. And from my own experience as a young social worker they were blatantly encouraged to become dependent on Big Brother.

  2. The best policy to bring people up from poverty is to respect and protect their property. Hernando de Soto argues that by setting up a reliable and easy land ownwrship register, governments would help the poor get the access to capital they need to set up shops and businesses that can cater to more customers than simply close friends and family. There's so much capital waiting to be unleashed, it only takes political will.

    1. It has seemed to me that a much better use of blockchain technology would be to provide "a reliable and easy land ownership register". I wonder if anyone is working on one.
