Oh Yeah, Teaching Kids about Black Markets at an Early Age

New York City Council Speaker Christine Quinn is proposing raising the minimum age for tobacco purchase from 18 to 21.

Quinn is set to announce the proposed legislation on Monday. She's expected to be joined by Health Commissioner Dr. Thomas Farley, other council members and health advocates.
