Ignore Cowen's politically correct first paragraph which mentions the "dangers" of talking on the cell phone while driving, and ignore Cowen's bit where he justifies free markets in parking spaces by attempting to sell the prospect as a way to raise revenue for government municipalities, and Cowen does a pretty damn good job of detailing the evils in government regulations that interfere with a free market in parking spaces.
